Accumulation of significant amount of solid waste at landfills and the implementation of economic tools aimed at promoting electricity generation from landfill gas open wide opportunities to use landfill gas for electricity generation. However, despite the favourable conditions, nowadays a number of landfill gas power plants, which have been putting into operation in Ukraine, are insignificant. Given the fact that today the main economic tool for this sector development is the feed-in tariff, the estimation of cost for electricity generation from landfill gas and its comparison with the current feed-in tariff rate were carried out in order to understand, whether the feed-in tariff is sufficient to cover electricity generation. 摘要

本文论述了乌克兰城市固体废物管理的当前趋势。堆填区积聚大量固体废物,以及推行旨在促进堆填气体发电的经济工具,为利用堆填气体发电提供了广泛的机会。然而,尽管条件有利,目前在乌克兰投入使用的一些垃圾填埋气发电厂却微不足道。鉴于目前该行业发展的主要经济工具是上网电价,我们对垃圾填埋气发电的成本进行了估算,并将其与目前的上网电价进行了比较,以了解上网电价是否足以覆盖发电。研究结果表明,对垃圾填埋气发电征收上网电价在经济上是合理的,非价格壁垒减缓了这一行业的发展。
