In the global era, personnel certification has become a trend of needs, demands, and requirements. Personnel certification activities are divided into initial, renewal, and recertification, which are carried out through a series of exams (general, specific, and practical) and are carried out face-to-face at the exam location. During the pandemic, there are limitations in the implementation of certification exams, where face-to-face exams can increase the risk of transmission of the COVID-19 virus due to gathering many people, and the mobility of participants to the exam location. It is hoped that the certification exam can be remote to avoid the potential spread of COVID-19. However it must be ensured that other risks are not compromised, so it is necessary to conduct a risk analysis of conducting remote certification exams in COVID-19 conditions using the \"what-if analysis\" method. From the risk analysis, the renewal certification can be remote. But initial and recertification must be face-to-face because there are written and practical exams that have risks related to data radiation safety, security, and confidentiality.
