Designing and Evaluating the ICT-based Learning Model

The present study aims to study the principles of designing and evaluating an ICT-based learning center based on constructivist approach. That means using e-learning (web-based), cloud-media capabilities, digital content production, and online teaching methods using the latest hardware and software. The research method was descriptive and collected by library resources. Related researches show that in our country, the use of e-learning based learning centers has not been implemented in the form of legal policies. For this reason, the amount of academic loss in the educational environment of the country is more than 10% and the cost of basic repetition is more than a thousand billion rials. Also, job seek graduates make the difference between classical and formal education and community needs. The alienation of the officials and staff of educational organizations with the concept of learning centers is one of the other problems that we face in our country and the need to create a learning center, as well as introducing these centers to relevant authorities in the education system and the use of strategic technology for national development.
