That means using e-learning (web-based), cloud-media capabilities, digital content production, and online teaching methods using the latest hardware and software. The research method was descriptive and collected by library resources. Related researches show that in our country, the use of e-learning based learning centers has not been implemented in the form of legal policies. For this reason, the amount of academic loss in the educational environment of the country is more than 10% and the cost of basic repetition is more than a thousand billion rials. Also, job seek graduates make the difference between classical and formal education and community needs.
