The uniform measurement of the system loads, the principle and steps of handoff-based load balancing algorithm are described for the heterogeneous systems with unequal user capacities. The load relation between TD-SCDMA and GSM systems carrying asymmetric services is classified into four cases. For each case, trigger condition of handoff operation, the traffic volume to be migrated and the criteria of selecting users to be migrated are analyzed.
