In this paper, the image sequences are decomposed into seven sub-bands in the spatial domain using GQMF filters. Then, the baseband is interfiame encoded using a simple 3-D block-matching method and ILAVQ search algorithm. To reduce the complexity, the high-bands are encoded using the same search technique with the basic LAVQ. The simulation results show that good quality pictures can be obtained at a bit rate as low as 0.286 bpp (about 14.772 Mbits/sec). This rate will facilitate the transmission of three HDTV channels via a DS3 rated 45 Mbits/sec channel.
