INs will facilitate the rapid and efficient introduction of new services that meet various customer needs; they will also allow easy modification of existing services. The introduction of INs may cause various patterns of overload traffic conditions. With the introduction of these diverse services, it is becoming more and more important to satisfy quality of service (QoS) requirements. We propose an overload control method that makes it possible to maintain high throughput while satisfying the QoS requirements under any overload traffic conditions. This paper begins by first showing the characteristics of the IN. Next, it is shown that the IN architecture and its traffic characteristics lead to new problems in overload control. To overcome these problems, we consider the requirements for overload control, and an overload control method is proposed.
