Establishment of the Regional Entrepreneurial Universities in Russia

Regional universities are the mainstay of national education, its impact at the local level is multidimensional and consists in the implementation of research projects, research and development, enhancing of integrative relations between economic entities of the region, formation of competitive highly qualified employees in accordance with the requirements of the labor market and global challenges of standardization. This process is impossible without attribution of the entrepreneurial universities format, focused on consolidation of the interaction between universities, government and business in matters related to the provision of educational services, as well as in the aspect of generating fundamental knowledge and innovations in the interests of the sectoral and regional economy. The establishment of regional universities as entrepreneurial ones is associated with a number of financial problems, the solution of which is impossible without the participation of the state. The institutional reform proposed today reveals the existing problems and does not completely solve the problem of the development of regional entrepreneurial universities. The expanding interinstitutional relations of the education system determine a new qualitative understanding of the essence of higher education as a sphere of the economy.
