Political and legal tasks of the Administration of the Russian Empire in Central Asia: administrative and legal practice of including Junior and Middle Zhuz in the sphere of imperial domestic policy

В статье предпринята попытка анализа административно-правовой политики Российского государства в Средней Азии в первой половине XIX в. Отмечается, что на начальном этапе управления степными регионами Средней Азии, где проживали казахи, использовалась косвенная модель управления, при которой центральные власти практически не влияли на внутреннюю ситуацию в степи. По этой причине уже в конце XVIII в. царская администрация в регионе взяла курс на вовлечение казахских подданных в структуры русской государственности. The article attempts to analyze the administrative and legal policy of the Russian state in Central Asia in the first half of the 19th century. It is noted that an indirect management model was used at the initial stage of management of steppe regions of Central Asia, Kazakhs’ place of residence. So, central authorities practically did not influence the internal situation in the region under consideration. For this reason, already at the end of the 18th century the tsarist administration in the region embarked on including Kazakh subjects in the structures of Russian statehood.
