Implementation of an Electrical Safety Program at Midstream and Upstream Facilities
This paper describes how a comprehensive electrical safety program was created and executed in a multidisciplinary workforce. This paper describes the arc flash hazard assessment considerations for dispersed facilities, the development of custom-built training requirements for electrical and non-electrical personnel, the process for skill verification, and the creation and implementation of a new business rule (a sustaining process and program). It concludes with a discussion of how the locally tailored electrical safety program was integrated into existing global programs (including a permit-to-work procedure and an energy isolation [lockout-tagout] procedure) to yield an operational reality and how this was achieved in a cost-effective manner.
