In the development of a capitalistic city, the emergence of settlements through informal land tenure is inevitable due to the inability of the marginalized community to afford the high price of land. Presidential Regulation Number 86 of 2018 regarding Agrarian Reform at first glance looks like fresh air for the urban marginalized communities who have difficulties having asset and access to argarian resources. However, cities in Indonesia have diverse dynamics due to different backgrounds and also due to urbanization, therefore various alternatives are required in the implementation process. One of the Government’s instruments in implementing the agrarian reform mandate to distribute land rights to the people is Land Consolidation, espescially Vertical Land Consolidation in Jakarta due to limited of coverage area.
