A high occurrence gives more contexts to assess them while many meaningful rare phrases are ignored. In this paper, we address the problem by exploring the semantic structure of rare phrases. An unsupervised method is presented to discover key phrases that occurs even only one time in a corpus. Comparing with related methods, the experiment shows an effective result.
