It is thebase for a common and continuing understanding of problems and accomplishmentsexperienced in the day to day pursuits toward the objectives.Most writers in the field of police management have treated the subject of communication as purely a technical problem, concerned primarily with police teletype,telephone, telegraph, and radio facilities, having to do with communication betweenheadquarters and the field or between departments.
