Prioritising CPEC Energy Projects using AHP and TOPSIS Technique
Prioritizing science and technology at the national level has been a critical and ongoing activity for advanced and many underdeveloped countries. This is critical for the conventional power sector, which operates on prolonged development cycles. As part of Pakistan's Ministry of Planning and Development, CPEC authority has been established. This authority supervises the progress of various projects under the CPEC framework. This framework leads the notion that today's investments in research and development directly impact the future of Sino-Pak dealings in energy sector. The authority features nine priorities, one of which is related to "the energy cooperation". The paper describes the findings of an in-depth investigation into this priority for energy cooperation in order to define the focus of future constructions. The TOPSIS (The Technique for Order of Preference by Similarity to Ideal Solution) analysis is used to prioritize the projects. Whereas, the weights of priorities are measured by AHP (analytic hierarchy process) approach.
