Thus, there is a need for reflection, analysis and decision making when it comes to inserting information and communication technologies to the teachinglearning process in schools and higher education institutions. In Latin America, this change in the paradigm of education has been slowly changing and particularly in Mexico a good number of Universities and other Higher education Institutions have started addressing the challenge. Although there is still a long way to go on the virtualization of programs to become available for a good number of future uses, it is time to start directing their efforts to that particular area. This paper presents a revision on pedagogical aspects, functions, and necessities when implementing Information and Communication Technologies (ICT) in Higher Education Institutions in Mexico and may also serve as a reflection exercise that can lead to facilitate and improve the programs and courses to come.
