In Latin America, this change in the paradigm of education has been slowly changing and particularly in Mexico a good number of Universities and other Higher education Institutions have started addressing the challenge. Although there is still a long way to go on the virtualization of programs to become available for a good number of future uses, it is time to start directing their efforts to that particular area. This paper presents a revision on pedagogical aspects, functions, and necessities when implementing Information and Communication Technologies (ICT) in Higher Education Institutions in Mexico and may also serve as a reflection exercise that can lead to facilitate and improve the programs and courses to come. 摘要
