The proposed method operates as an Encryption-then-Compression (EtC) system. It enables the EtC scheme to be used while maintaining compatibility with JPEG XS. Input images are scrambled and fed to JPEG XS. Despite the scrambling, the rate-distortion performance is only slightly degraded. The proposed method provides almost the same rate-distortion performance as that of JPEG XS without scrambling.
