With the gradual advancement of China's new round of power system reform, electricity retailer has become an indispensable role in power trading. While the power purchase and sales business is carried out, electricity retailers and users also bear the responsibility of renewable energy quota. In this paper, considering the renewable energy quota system and aiming at maximizing the revenue of electricity, a flexible pricing model of electricity retailers considering the response of user demand side is established. Through the wind power purchase as the method of quota implementation, the objective function is optimized by chaotic particle swarm optimization algorithm, so as to obtain the best revenue of electricity retailers.
