With the gradual advancement of China's new round of power system reform, electricity retailer has become an indispensable role in power trading. While the power purchase and sales business is carried out, electricity retailers and users also bear the responsibility of renewable energy quota. In this paper, considering the renewable energy quota system and aiming at maximizing the revenue of electricity, a flexible pricing model of electricity retailers considering the response of user demand side is established. Through the wind power purchase as the method of quota implementation, the objective function is optimized by chaotic particle swarm optimization algorithm, so as to obtain the best revenue of electricity retailers. 摘要

在“双碳”目标下,以清洁能源为主体的新型电力体制和电力市场机制正在加速形成。随着中国新一轮电力体制改革的逐步推进,电商已成为电力交易中不可或缺的重要角色。在开展购售电业务的同时,电力零售商和用户也承担着可再生能源配额的责任。本文考虑可再生能源配额制,以电力收益最大化为目标,建立了考虑用户需求侧响应的电力零售商柔性定价模型。通过以风电购电作为配额实施的方法,利用混沌粒子群优化算法对目标函数进行优化,使电力零售商获得最优收益。算例仿真结果验证了该模型的有效性和可行性,对电力零售商的购电售电策略制定具有一定的指导意义。
