Dispatch of oil spill resources is an integral part of the marine oil spill emergency response system. Rational selection of resource storage locations and transport routes play a crucial role in providing timely and reliable emergency response to oil spill incident. In this paper, a multi-objective resource dispatching model that minimizing the number of storage locations required to response as well as the total response time considering resource priorities. A solution algorithm is also provided.
