We utilize AHP to compute index weight and obtain the qualitative index values by using contrast method and expertspsila opinions and then decide a membershippsilas degree. To get the quantitative indexes, the triangle-fuzzy-number method is applied to decide a membershippsilas degree and fuzzy comprehensive evaluation model is established to decide how a highway construction project is carried out. Finally we provide an empirical test for our method by studying Chang-Tan Highway construction in details.
