In windy weather, the vehicle is prone to slip and capsize, causing the ship to tip over. This article analyzes the five aspects of \"ships, crews, large vehicles, natural environment, and navigable environment\", and establishes an index system for the safety of short-distance Ro-Ro passenger ships carrying large vehicles; the C-OWA operator weighting method is used to calculate each evaluation index For weight, the asymmetric close degree function is introduced to replace the maximum membership function in the traditional extension theory to solve the problem of the failure of the maximum membership degree, so as to establish an improved matter-element extension model. Taking the Qiongzhou Strait Ro-Ro passenger ship as an example to verify, the navigation safety risk level of the Ro-Ro passenger ship is obtained for the situation that large vehicles are not secured.
