With the adoption of the new power price mechanism policy of pumped storage in China, it will become the mainstream that the capacity income fees will ensure the investment recovery of pumping storage and this part will be included in transmission and distribution electricity price of local province, while the electricity benefits fees of electricity quantity will cover the loss of pumping and power generation and party divert the capacity price. Based on the investment-revenue model of pumped-storage power station, this paper puts forward a pricing methodology of pump storage capacity pricing considering the apportion effect of electricity benefits, and verifies it through a practical example. 摘要

抽水蓄能具有调节灵活、电网友好度高的特点,是新型电力系统接受高比例可再生能源的重要和必要组成部分。随着中国抽水蓄能新的电价机制政策的采用,容量收益费将保证抽水蓄能的投资回收,并将这部分纳入当地省输配电价,而电量的电力效益费将弥补抽水发电的损失,并对容量价格进行分流,将成为主流。在抽水蓄能电站投资收益模型的基础上,提出了考虑电力效益分摊效应的抽水蓄能电站容量定价方法,并通过实例进行了验证。结果表明,现货市场上抽水蓄能电站的电力效益和辅助服务收入能够明显缓解其容量电价收费造成的输配电价上涨。
