First of all, each user in the same bus is estimated by its voltage quality, power consumption and electrical stability, and the evaluation indexes of user’s priority are determined. The improved entropy method is applied to determine the index weights; and the definition of control benefit is proposed, which is used to quantify the improvement of voltage quality of all users under a certain regulating scheme. Then various regulating schemes could be sorted according to their control benefits, and a scheme which can maximize the voltage quality of all users under the limited resources and means could be screened out.
