For China-like large states, the unbalance of technology transfer is a fundamental concern for the designers of social systems. In this paper, a new indicator, overall coefficient of variation (OCV), is proposed for evaluating the unbalance of technology transfer. OCV, built based on the patent coefficient of variation (CV), reflects the overall unbalance of technology transfer of multiple provinces over multiple years. Using the proposed OCV indicator, the unbalance of technology transfer in China is analyzed, which explores patent status of multiple provinces over 6 years. It can be seen that the regional disparities in technology transfer in various parts of China shows different trends, which is clearly associated with the local development levels.
