A mixed methods case study approach was employed in which both quantitative and qualitative data were collected in the study the respondents were required to sit for pre and post-tests and semi-structured interviews were carried out to elicit information. The results revealed that there were significant differences between the pre and post-test scores in the Speaking and Writing skills for both the high ranked and low ranked government officials. The results also indicated a favourable view of ESP modules as an instructional approach to enhance one’s English language skills to execute their duties effectively.
