Of course, this city is in a region straddling the equator and the tropics where there are rains for most of the year, on the one hand, and the presence of marshy or waterlogged land, followed by a superficial water table within half a meter of the earth's surface, on the other hand. For many decades, it has faced flooding in several municipalities and neighborhoods, despite the presence of provincial, urban and municipal institutions. Despite the existence of legal texts relating to public hygiene and sanitation, the city of Kisangani still experiences lethargy in the functioning of the institutions responsible for improving the living conditions of the population in the sense of properly managing the works of water which are sources of many evils.
