This is considered as an important key for citizens of each country to survive and develop in a constantly changing world. As a result of this pressing need, each country must develop policies to promote lifelong learning through different models and methods, one of which is lifelong learning in the cultural institutional system. This special model has a dual effect: promoting the building of culture and people while also promoting education towards sustainable development. \nBy analyzing, synthesizing and generalizing the current state of Vietnam's policies as researched in the context of digital transformation, the study points out new trends in policies to promote lifelong learning activities in Vietnam. 面向学习型社会的终身学习是当代文化教育政策与管理的课题之一。这被认为是每个国家的公民在不断变化的世界中生存和发展的重要关键。因此,每个国家都必须通过不同的模式和方法来制定促进终身学习的政策,其中之一就是文化制度体系中的终身学习。这种特殊的模式具有双重作用:既促进了文化和人才的建设,又促进了教育的可持续发展。通过分析、综合和概括越南在数字化转型背景下所研究的政策现状,本研究指出了越南促进终身学习活动的政策新趋势。文化机构体系旨在构建当代潮流下的学习型社会,其理念是:在数字化转型平台上创建开放、统一、同步、互联的文化机构体系。关键词:终身学习,文化机构,数字化转型,文教政策
