For this program, the Army had goals to build better facilities, constructed faster and at less cost. To accomplish this, the Army gave contractors additional consideration for contract awards if the contractors proposed innovative design solutions, such as modular construction. This research examines construction costs, construction schedules, and maintenance records to determine if the Army’s goals were met. There were more than 7,000 maintenance records available, covering more than ten years for the facilities evaluated. The results of the data revealed that modular construction is not providing the durability and maintainability that the Army paid for when compared to conventional construction through comparative case studies.
