摘要

为改进港口设施安全风险评价方法,综合德尔菲法、层次分析法、灰色理论和模糊评价法,提出了一种基于综合模型的港口设施安全风险评价方法(DHGF模型)。通过建立安全环境、安全管理和应急管理的复杂风险评估指标体系,从定性分析到定量分析,对目标港口设施的安全进行综合评价。为了验证DHGF模型的可行性和有效性,给出了一个实例。结果表明,DHGF模型在港口设施安全评价中的应用使结论更加客观可信。
