Also for a specific service, different levels of quality could be offered depending on the client profile and on the momentary network capacities, giving the possibility of creating tiered access to resources. In order to enhance the network usability to these new conditions we propose an optimized, network driven QoS management and provisioning model. It is also considering a localization mechanism, doubled by a QoS control of the access networks.
