Scientific research institutes are the national army in China's innovation system, and are an important force to promote the development of China's engineering technology and help industry innovation. Optimizing the allocation structure of scientific and technological resources in scientific research institutes is helpful to the research and development of engineering technology. Therefore, it is necessary to continuously optimize the allocation structure of scientific and technological resources of research institutes to enhance their innovation ability, so as to spill knowledge or technology into various industries and promote the progress of engineering technology. Based on the data from 2009 to 2018, this paper analyzes the overall situation of scientific and technological resources in research institutes, and makes a comparative analysis of the input-output structure of scientific and technological resources in research institutes of different industries from horizontal and vertical perspectives. The results show that the investment of scientific and technological resources has greatly increased, and with the change of scientific and technological strategy, the allocation structure in research institutes of different industries has also changed greatly. 摘要

工程技术的储备和推广离不开不断的研究开发,从而实现技术研究。科研院所是中国创新体系中的军队,是推动中国工程技术发展、助力产业创新的重要力量。优化科研院所科技资源配置结构,有利于工程技术的研究与开发。因此,需要不断优化科研院所的科技资源配置结构,增强科研院所的创新能力,使知识或技术向各个行业溢出,推动工程技术的进步。本文以2009 - 2018年的数据为基础,分析了科研院所科技资源的整体情况,并从横向和纵向两个角度对不同行业科研院所科技资源的投入产出结构进行了比较分析。结果表明:科技资源投入大幅增加,随着科技战略的变化,不同行业科研院所的配置结构也发生了较大变化。但基础研究资源投入仍然不足,制造业科研院所科技投入在三类研发活动中的比重严重失衡。
