The influence factor model contains organization-layer and ability-layer. Organization-layer includes three kinds of factors. They are organizational structure factor, organizational institution factor, and organizational culture factor. Organizational structure factor can be shown from three aspects: department setting-up, power disposition and construction of basic scientific research organization. Organizational institution factor can also be shown from three aspects: personnel management system, distribution system and evaluation system. Meanwhile, organizational culture factor can be explained from three aspects too, including values of organization, school-running ideas and organizational learning. Ability-layer includes four kinds of factors. Then, the mechanism of action through which innovative organization-layer affects innovative ability-layer is analyzed. Finally, the mechanism of action through which innovative ability-layer affects innovative achievements is concluded. Organization-layer affects innovative achievements through the influence on innovative ability-layer.
