We earlier proposed a dynamic transmission capacity control scheme to reduce power consumption on the basis of changes in traffic volume. However, that scheme does not have a function to control the power-saving performance according to the required transmission quality. We propose a new scheme here that does consider the required connection quality. In this scheme, the required transmission capacity is determined in a way that satisfies a predetermined tolerance delay at a switch.
