Encouraging the participation of stakeholders in school- based curriculum development is a fundamental and very important content of the process of democratizing education or promoting decentralization of education management. In the past, curriculum development was approached in a centralized manner (traditional approach), with program decision-making in the hands of a central authority. With the trend of democracy in education and especially the rapid development of science - technology, information technology creates much more diverse needs from the society, from which emerged the approach decentralization of curriculum development in the national education system. Under this approach, the local government and especially the school are entitled to develop their own curriculum within the prescribed framework according to the national framework program. Involvement of more stakeholders requires cooperation and sharing of power in order to operate smoothly and efficiently. 摘要

课程开发与涉众的参与被认为是一个持续的过程。鼓励利益相关方参与校本课程开发,是教育民主化或推进教育管理分权进程的基础和重要内容。在过去,课程开发是以一种集中的方式进行的(传统方法),项目决策掌握在中央机构手中。随着教育民主化的趋势,特别是科学技术的飞速发展,信息技术创造了社会更加多样化的需求,由此产生了国家教育系统课程开发的分散化方式。在这种方式下,地方政府特别是学校有权根据国家框架方案在规定的框架内开发自己的课程。更多利益攸关方的参与需要合作和权力分享,才能顺利有效地运作。本文采用文献研究的方法对其进行分析和比较,以提供越南高中在实施2018年通识教育计划时学校课程发展的基本行动者及其作用。
