Each of these aspects was measured on a scale 0-1 with higher values indicating a positive situation for the aspect. 人工智能应用的增加以及学习4.0的采用给高等教育部门带来了颠覆。在本研究中，我们使用技术进步指数来进行数据驱动的政策决策。该研究的目的是从教师的数字能力、学生的数字能力和机构的数字准备三个方面来模拟院校的技术成就指数。这些方面的每一个都是在0-1的范围内测量的，较高的值表明该方面的积极情况。从对5081名在果阿邦大学学习的学生进行的调查中可以观察到，技术成就指数与这三个方面有很强的正相关。
