People have turned from objects who only receive information to subjects who are able to make relatively independent decisions. Moreover, the use of info communication technologies has significantly changed not only the conditions of development of individuals, but also the conditions of the development of whole national and world economies. Many established companies and new businesses have made millions using the info communication technologies, and many are hoping to do the same. In this study, we explore the role of info communication technologies in the Dot-com crisis and in the implementation of unconventional monetary policy. The Dot.com crisis is considered as one of the stimulating factors for the use of the unconventional monetary policy. The influence of the Dot.com bubble and unconventional monetary policy on the socio-economic development of countries is also revealed. We are also studying the possibility of a repeat of such a crisis today.
