Because of heavy load demand, a rapid development of electric vehicle and smart home, abundant renewable resource, scheme of intelligent use of electricity for electricity market of Binhai New Area is proposed. A structure of three-level responsibility and six-module technology is established. An encouragement for distributed generation is designed. A program of price subsidy to improve the user's habit is advised.
