There are several issues with its implementation, including the lack of integrated governance in local government, the lack of optimal implementation of integrated e-gov services, and the low number of staff with ICT skills. In this research, a framework will be created consisting of the internal policy domain, the governance domain, the service domain, and the user perspective domain to evaluate the overall maturity level of e-government implementation in local government activities. The concept of this domain is obtained from various literature that are adapted to the needs and conditions of local governments.
