This form of counselling is an integral aspect of a child’s education which cannot be provided by teacher/ supervisors alone, therefore there is a need for parents and experts to get involved. The study uses a research and development approach on students and kindergarten teachers in Semarang Regency. The results obtained are as follows: (1) internal and external problems were detected by studying background knowledge of guidance counseling services. (2) Teacher knowledge and skills in handling problems according to students individual characteristics were assessed by applying guidance counseling principles and techniques in a learning scenario.
