They can be prolific only if regular teachers and educators (who are not professional content creators) are able to easily create and use learning content. Standards such as SCORM allow reusable learning objects (RLOs) to be created and shared across the e-learning community. However, the existing tools and technologies focus on reuse only from a tool interoperability perspective. It is not possible today to reuse only a part of an existing RLO or even create new RLOs from existing RLOs without resorting to cut-paste. Moreover, most of the tools are standalone tools that work on local installations. In this paper, we describe a software platform and a web-based assembling tool that helps overcome these limitations.
