This paper used qualitative research conducted through a literature review, exploratory study consists of interview, observations and archival study. One finding of this research is that Pertamina, an Indonesian state-owned enterprise in energy in a developing country, which has rich of natural resources, is attempting to increase its benefit and competitive advantage by leveraging its unique resources through contractual alliances in research and development projects with energy companies from developed country. The company's activities are divided into three phases. First was the pre-project phase, in which partners were selected based on the following factors: complementary assets, resources alignment objectives, risk sharing and cost sharing. In the project-execution phase, the following innovation activities were performed based on the following factors: trust, commitment and integrity.
