Nevertheless, for today, there is the lack of QoS related 3GPP and ITU-T recommendations describing various popular services, for example video conferencing. The problem is to find the optimal bit rate values for this service not affecting the background lower priority services. In this paper, we propose a tool to solve this problem. The tool includes, first, a mathematical model of pre-emption based radio admission control scheme for video conferencing and background video on demand, and second, an effective algorithm for calculating QoS parameters for these services. The results of the paper could be used to find the optimal bit rates for video conferencing and further develop a proposition for standardization activities in video conferencing recommended parameters. ∗The reported study was partially supported by RFBR, research project No. 13-07-00953.
