Mobile governance — A complement for successful eGovernance (Study on Challenges in mobile governance)

Digital Governance is transforming the world in the new era of digitalization. The world is shifting the focus from eGovernance to Digital governance. Government of India is initiating many services to reach the citizens in electronic form. But, there are many challenges to be addressed to navigate these services to reach the grass root level. Providing Infrastructure to various parts of the country is one of the major Challenges. The other objective of providing the services to the citizen anytime, anywhere, any type of device is a further challenge. An excellent solution to achieve this objective is mGovernance. mGovernance is mobile governance using mobile devices, PDAs, handsets and with wireless infrastructure. Mobile governance is compliment to Digital governance. Mobile Technologies provide new opportunities as well as key solutions to face challenges. But providing too many mobile solutions is not the solution for citizen adoption and reaching the services to grass root levels. And it may lead to more confusion to a common citizen. This paper would attempt to address key determinants to improve eGovernance by studying implementation of various mobile governance initiatives at national and international scenarios.
