大多数发达国家都采取了减少核能和化石燃料消耗的政策,并在以下部门增加可再生能源工厂:风能、水力发电、太阳能热能、太阳能热电、光伏、地热、生物质、沼气和生物燃料。当从各种可再生能源中选择一种时,由于日益复杂的社会、政策、政治、当地可再生资源、经济、技术和环境因素,决策必须考虑到几个相互冲突的目标。本文的目的是提出太阳能光热发电项目的技术风险管理因素。以项目主要组成部分之一的无线控制系统为例,进行了风险因素识别与分析。
