These control a system which includes supervisory control and data acquisition (SCADA) systems, and distributed control systems (DCS) are critical to the operation of Ethiopian critical infrastructures that are becoming highly interconnected and mutually dependent systems. It is important to note that most of the nation's critical infrastructures and industrial processes mentioned above are publicly owned and operated. Thus, to minimize the risks of critical systems, preparing industrial control system security framework by considering Ethiopian Context is a must. In this paper, we prepare ICS security framework based on industry good practice from the fields of ICS and IT security and aims to help organizations address the challenges of increased use of standard IT technologies in the ICS environment.
