发射机工作状态的安全稳定在电视节目播出中起着重要的作用。实时监控系统可以帮助我们掌握发射机的状态。为了使发射台对发射机的监控更加自动化和智能化，本文设计了一个发射台指挥调度系统。系统的主要功能是支持站间视频会议。本文在研究RTMFP协议工作原理的基础上，结合ActionScript和Flash Media Server等技术，提出了一种视频会议解决方案。最后介绍了视频会议程序的应用方法和实现。
