Based on the concept of “resilient city”, the paper constructs an idea of resilient urban public space, and explains its connotation and characteristics. Combined with the staged anti-epidemic measures adopted by mainland cities in China in the COVID-2019, it analyzes the process and enlightenment of urban public space in response to public health emergencies, and summarizes a system of the “technical resilience- institutional resilience”. It further proposes: (1) the technical resilience depend on health-oriented planning, including integrating the health impact assessment into the whole process of planning, improving the planning of the emergency unit and capacity, establishing a resilient public space system made up of “hub-node-flow”, and designing the emergency space for “combination of peace and epidemic”; (2) urban public space institutional resilience depend on sound and smart social governance, including establishing the emergency response system, matching the emergency responsibilities, rights, capacities of communities, improving laws and regulations and other policy tools, and applying intelligent platforms for precise prevention and control. 摘要

城市公共空间是突发公共卫生事件下应急的重要保障,其弹性关系到市民的身体健康和城市的基本运行。本文以“弹性城市”概念为基础,构建了弹性城市公共空间的概念,并阐述了弹性城市公共空间的内涵和特征。结合中国大陆城市在2019冠状病毒病疫情中采取的阶段性防疫措施,分析城市公共空间应对突发公共卫生事件的过程与启示,总结出“技术弹性-制度弹性”的体系。进一步提出:(1)技术弹性依赖于以健康为导向的规划,包括将健康影响评估纳入规划的全过程,提高应急单元和能力的规划,建立“枢纽-节点-流量”构成的弹性公共空间体系,设计“和平与疫情相结合”的应急空间;(2)城市公共空间的制度弹性依赖于健全和智慧的社会治理,包括建立应急响应体系,匹配社区应急责任、权利和能力,完善法律法规等政策工具,运用智能平台进行精准防控。技术弹性与制度弹性相结合,建立了城市公共空间应对突发公共卫生事件的新范式。
