In order to guarantee electromagnetic safe and secure access, Visible Light Communications can be considered an enabler. In this regard trying to optimize very small cells (atto-cells) coverage is a challenging task especially if some metrics, as for example average user rate, is considered also in the presence of handover procedures. This problem is equivalent to the optimal LEDs placement once assigned the dimension of the room to be covered.
