Third, the establishment of the pseudonym “National Core-Based Protection Agency” is necessary. Fourth, it is necessary to prepare laws related to the voluntary compensation treatment for victims of unconstitutional commitment. Finally, participation such as Quad and Five-eyes is needed to share accurate information. The transformation of the national crisis management system in response to the environmental changes of security disasters is not a presence but a solen.
