Based on the use of a step-by-step dynamic model of bit traffic for content of various categories, a method has been developed for creating conditions for dividing the required IaaS infocommunication resource between tenants. The scientific problem of estimating the number of IaaS virtual connections for different categories of tenants is formulated and formalized. The results of this problem are used to obtain a new optimization model of the system \"sources of information for various categories of content – a fragment of IaaS\".
