The confl icting interests of the participants require flexibility, insight, and the ability of diplomacy to bring together and promptly analyze the totality of conflict factors based on reliable, proactive information. In the conditions of the existence of nuclear weapons, the concept of \"proxy war or proxy war\" largely determines the relations between states in the foreign policy sphere.
