Besides, we study the factors affecting the performance evaluation from external policy environment factors, internal governance institutional factors, natural social environment factors and personal factors and then establish the performance evaluation index system of secondary colleges. Based on the analysis mentioned above, the analytic hierarchy process and fuzzy comprehensive evaluation method are used to determine the evaluation model to comprehensively evaluate the performance of the secondary colleges. 摘要

在“双一流”建设过程中,二级学院作为高校开展各项任务的主体,是高校提高办学水平、实现内涵式发展的主要支撑。构建和实施科学、完整、系统的高校二级学院评价体系,可以为中国“双一流”建设做出贡献,为建设“高等教育强国”提供理论和实践参考。本文综述了国内外对中等院校绩效评价的研究现状,分析了国内中等院校绩效评价中存在的问题。并从外部政策环境因素、内部治理制度因素、自然社会环境因素和个人因素等方面对影响高校绩效评价的因素进行了研究,建立了中学院校绩效评价指标体系。在此基础上,运用层次分析法和模糊综合评价法确定评价模型,对二级院校绩效进行综合评价。然后从三个方面提出了基于目标管理的中等学校绩效评价实施的保障措施。
